Bally’s Chicago is looking for a new location for its proposed hotel tower within the Freedom Center casino site. The tower must also be redesigned to avoid destroying the water pipes near the river.
According to Bally’s chair Soo Kim, Bally’s recently started investigating the foundation requirements for a 500-room hotel tower on the riverbank at Chicago Avenue in detail, which led to the change in plans. Conversations with city officials concluded that pushing caissons into the earth may jeopardize municipal water management infrastructure pipes.

The original blueprint for the permanent casino was planned for a 100-room base hotel next to the Chicago River, with a shiny 400-room tower rising above it within five years.

According to Kim, phase one of the hotel’s construction will move the 100-room building south of the casino complex, either adjacent to or on top of the events center, while phase two will move it north. Subject to municipal clearance, the 400-room hotel tower in the second phase will also be moved to either the south or west side of the casino complex.
Relocating the 100-room first phase of the hotel was the primary focus of the amended site plan that Bally’s presented to the city in December. The city can manage administrative changes to the site plan, such as moving the hotel under the authorized planned development rather than re-opening the planning and zoning procedure.
According to pay per head sources, Bally’s will construct the entire 500-room hotel as agreed. However, the 400-room tower could be shorter if it is not built over the 100-room base as first intended.
